It seems like adding in a deadline will make the submissions much more redundant.
By timeless, I mean answers should NOT mention specific dates unless requrired. If they do mentions dates they expire,

Is categorically "YES" and likely to remain that way in the future. What we don't want is duplicate questions, even if they're only duplicated once a semester, or once a year. What we want is to build a knowledge base that answers that question. Specfically for the above question the date could be removed, and you can tell the user where they can find a site that mentions
Both of these would allow us to answer that question once and for all with no further maintenance.
If someone asked that same question today, it would not be a good action to link them to an answer that only applied to the 2014 course (it's not just the date, but the actual answer that is outdated.) You seem to working on the assumption that nothing in the course ever changes.

curiouskiwi♦ is not the primary source of information on this site. Where did you find out what date is the last date for submission for the user? Would it be possible to incorporate your method of acquiring that knowledge? If, not and things are really that specific to the class (which they shouldn't be), one option this site does support is tagging. Create a new tag for each class. On the tag wiki for the class you can specify the last date for submissions.
This stills makes the question timeless albeit by only off loading the parts that are temporal to a tag wiki. But in 5 years when people want more information about whether they can resubmit, your answer would otherwise be totally applicable.
Yes, you can submit as many times as you need/want to up until the deadline for the specific class you enrolled in. Each course has a date of open enrollment, and completion. After the course is completed you can no longer resubmit your work.
Be sure if you resubmit, that you submit all of the programs for that pset, as they are graded as a whole. (In other words, if you need to resubmit greedy.c, you should still submit hello.c and mario.c with it at the same time.)
In the above sense we can put all of the temporal stuff in the tag wiki. If the argument is that this site is not timeless because of the class-semester nature, that would have to solve it.
tldr; time should not be in a question unless absolutely required.
