I am, as you can see, a new user. I have an ignored question here. So I was wondering why new users cannot place bounties. I am just casually asking. I am not thinking of placing any bounties.

It's a requirement of Stack Exchange, per their help documentation: https://stackoverflow.com/help/privileges

You have to have reputation points in order to use them.

Also, you posted that other question 30 minutes ago. If you're expecting to get an answer in that time, you should rethink your expectations. This forum is for peer-to-peer help and not everyone is reloading the page every hour (or even every day). If you prefer faster, chat-like, help, then the CS50 Discord might be a better choice for you. (You'll find the invite on the CS50x communities page)
